Software is controlled by export control regulations when the program has applications in the development, use, or production of military or dual-use items, including munitions, nuclear materials, navigation, and missile technology. Examples of controlled programs include:

  • Crytographic enabling systems and software
  • Information security software
  • Lithography software
  • Software specially designed for development or use of military vehicles and equipment

Computer encryption software and equipment are controlled by export regulations and may create issues for international shipments and travelers. Restrictions on sending or carrying encrypted devices vary based on destination and the encrypted device. Mass market encryption software is generally excluded from export restrictions.  Please contact the UTD Information Security office for more information on how UTD laptops are encrypted, and how you can request an unencrypted laptop for international travel.

Software may also be encumbered by sponsor or license obligations that need to be met before the program, or items or data created using the program, can be shared outside UTD. Please contact the Office of Sponsored Projects or Contracts Administration to verify the terms of use on the software you intend to share.

Please contact the Export Compliance Officer if you would like to review your software to ensure there are no export restrictions on the programs before the software is sent or carried outside of the US. If the software is restricted, the ECO will assist in securing authorization for the export.

What you need to ship: eShipGlobal will direct you to the Ship Domestic module. You do not need to specify the software you are sending. Please note any related UTD Project or Contract IDs in the ‘Shipment Reference’ field.

Please contact the Export Compliance Officer to review whether there are export or terms-of-use restrictions on the software you are sending.

I need more information on export compliance

What you need to ship: eShipGlobal will ask you to indicate whether you are sending software. eShipGlobal will then ask you to indicate whether the software has export or confidentiality restrictions. You will then describe the type of software and enter the export designations provided by the ECO. After adding the item, please state the purpose of the shipment and any related UTD Project or Contract IDs in the ‘Shipment Reference’ field.
