The UT Dallas Research Security Program encompasses the institutional policies, practices, and safeguards that support the integrity, openness, and responsible conduct of research while addressing risks related to foreign interference, undue influence, and the protection of sensitive research information. In alignment with National Security Presidential Memorandum-33 (NSPM-33) and related federal guidance, the University maintains a coordinated research security framework to safeguard federally funded research.
While NSPM-33 formalized federal expectations, many of these program activities have long been embedded in UT Dallas’s research compliance, data protection, and risk-management practices and have since been strengthened and integrated under a unified research security program.
Key elements of the UT Dallas Research Security Program include:
- Researcher Disclosure and Transparency
Processes to ensure accurate and complete disclosure of research support, professional affiliations, appointments, and other outside activities, consistent with sponsor and institutional requirements. - Conflict of Interest and Conflict of Commitment Oversight
Identification, review, and management of financial and non-financial interests and commitments that could affect the objectivity, integrity, or availability of research activities. - Export Control Compliance
Oversight of research involving controlled technologies, data, software, or equipment subject to U.S. export control laws and regulations, including ITAR, EAR, and OFAC. - Data Security and Cybersecurity
Safeguards for sensitive research data, including Controlled Unclassified Information (CUI) and other sponsor-restricted data, through approved systems, access controls, and security practices. - International Engagement and Foreign Collaboration Review
Review and risk assessment of international partnerships, affiliations, visitors, and engagements to ensure transparency, compliance, and responsible collaboration. - Training, Education, and Awareness
Ongoing education for faculty, staff, and students on research security responsibilities, disclosure obligations, and applicable regulatory requirements. - Monitoring, Oversight, and Risk Management
Continuous oversight to identify emerging risks, support compliance, and address concerns through appropriate institutional processes.
